A black teacher has filed suit against the Jefferson County, Ky. school system, claiming her request for a transfer were denied because the district has a quota for minority teachers.
Lorraine Hill, a fifth grade teacher at Laukhuf Elementary School, attempted to transfer to a school closer to her home in 2006 and 2007.
Both request were denied because the Jefferson county school district enforces a quota that keep the percentage of black teachers at each school at about 15 percent.
A spokeswoman for the school district said the board will not comment on pending cases.
